Using HUSKY: Providers, Rides, Language & Appeals
Connecticut DSS / HUSKY
What can I do if I have HUSKY but still can't actually get or use the care?
What this is
This is the practical layer for using HUSKY: provider help, behavioral-health care, rides when you have no transportation, requesting an interpreter, and challenging a DSS action you believe is wrong. [CT-N1, CT-N2, CT-N3, CT-N5, CT-N6]
Why it matters after birth
Coverage can still fail in practice if a mother cannot find a provider, get a ride, understand a notice or resolve an eligibility or service problem. These routes turn coverage into usable care.
You may qualify if
Medical Member Services and provider help are for HUSKY members. Non-emergency medical transportation covers HUSKY A, C and D and certain other eligible groups who lack transportation to covered appointments. DSS interpreter services are free to DSS clients. Hearing rights apply to applicants and recipients challenging covered DSS actions. [CT-N1, CT-N4, CT-N5, CT-N6]
What you actually get
Medical Member Services 1-800-859-9889; behavioral-health navigation 1-877-552-8247; non-emergency medical transportation through the current broker; free phone, video or in-person interpreter services through DSS; and administrative-hearing rights. [CT-N1, CT-N2, CT-N3, CT-N5, CT-N6]
How long it lasts
Navigation and interpreters are available while you are a member or applicant. Transportation is for eligible trips. For most DSS programs other than SNAP, a hearing request is generally due within 60 days of the Notice of Action. For Medicaid, benefits may continue pending a hearing if the request is made before the proposed action date, subject to notice rules. [CT-N6]
What it costs
DSS interpreter services are free. Non-emergency medical transportation is covered for eligible Medicaid trips. The toll-free navigation lines carry no separate fee.
How to use it
Medical and provider help: 1-800-859-9889. Behavioral health: 1-877-552-8247. Transportation through MTM: 1-855-478-7350. For language, tell DSS your preferred language. For a hearing, use the form that comes with your Notice of Action or send a signed request to OLCRAH. [CT-N1, CT-N2, CT-N3, CT-N5, CT-N6]
What you'll need
For provider help, have your HUSKY information and the type of care you need. For transportation, your appointment and transportation information. For a hearing, your Notice of Action, case information and evidence.
Important limitations
A directory listing or enrollment does not guarantee a provider is accepting new patients. Transportation is for eligible covered appointments when no other transport is available — it is not on-demand. Hearing deadlines are strict, and asking a worker to review does not preserve the deadline. [CT-N3, CT-N6]
How it works with other benefits
This layer supports every other category: Member Services for providers and medical care, CT BHP for behavioral health, transportation for covered services, interpreters for applications and notices, and hearings for eligibility and benefit decisions.
Finding a provider or service
HUSKY Member Services for providers and appointments; CT BHP for behavioral health; CMAP Enrolled Doulas for doulas; OEC or 211 for home visiting.
Language & cultural access
DSS interpreters are private and free by phone, video or in person. Clients can request help understanding forms and notices, and DSS Resource Centers provide video sign-language interpretation. HUSKY also provides language services through Member Engagement. [CT-N5]
If you do not qualify
If you lose or do not qualify for HUSKY because of income, Access Health CT can screen for Marketplace coverage and Covered Connecticut. Covered CT is available year-round for qualifying residents ages 19–64 with income up to 175% FPL who meet Marketplace criteria, and includes health and dental coverage plus non-emergency transportation. [CT-N7]
Access in practice
Being covered and being able to use it are different things. This is what the sources say about actually reaching this support.
- Getting there
- Non-emergency medical transportation is available through MTM at 1-855-478-7350 for eligible covered appointments when no other transportation is available; it is not on-demand.
- Appeals and help
- For most DSS programs other than SNAP, a hearing request is generally due within 60 days of the Notice of Action, and Medicaid benefits may continue pending the hearing if requested before the proposed action date.
In plain terms
What this means for you
If a postpartum service is technically covered but you cannot use it, the next step is usually navigation: Member Services for providers, CT BHP for behavioral health, MTM for rides, DSS for language, and a hearing for an adverse DSS decision. [CT-N1, CT-N3, CT-N5, CT-N6]
Your next step
What to do next
Save these: HUSKY medical 1-800-859-9889; behavioral health 1-877-552-8247; transportation/MTM 1-855-478-7350. If a Notice of Action arrives, read the hearing deadline immediately — generally 60 days — and request before the proposed action date if you want to preserve continuation rights.
