- Clients must submit an application through the WCPH website, clients also need to meet income guidelines which we have set at the federal poverty rate. Clients must also be Whitman County residents. For the application, our website would be the best location: www.whitmancountypublichealth.org Clients can also complete applications in office at our waiting room kiosks.
